How Long It Takes to Boil a Whole Chicken, and Where the 90-Minute Rule Came From

The 90-minute figure has no source document
Search this question and the answers fan out from 40 minutes to three hours. Ninety minutes repeats most often, sometimes flat for a four-pound bird with no weight adjustment, sometimes converted into 15 to 20 minutes per pound. The federal chart says 60 to 75 minutes for that bird.
I read supplement claim scripts for a radio advertising standards desk, so my working question is never whether a number sounds plausible. It is which folder the number came out of. A script saying a gummy delivers 1,000 mg has to point at a spec sheet, and that sheet has to match the serving printed on the label. Usually the figure is fine and the denominator is the thing nobody wrote down.
I learned that the expensive way. Early on I cleared a script promising an amount the bottle only reached across two servings. Label and script were each accurate and together they misled. The spot came off air and was recut, and for the rest of that year every file I signed went to a second reviewer. I read for the missing unit first now.
Run "15 to 20 minutes per pound" through that filter and it collapses in one step: per pound of bird, in liquid held at what temperature? The FSIS chart never states simmering as minutes per pound. Per-pound rates appear there only for grilling, at 18 to 25 minutes per pound for a roasting hen, and for microwaving, at 9 to 10 minutes per pound. The word "Simmering" appears exactly once on that FSIS page, as a column heading, with no temperature attached to it.
Until 2023 I repeated the per-pound rule to anyone who asked, because it is easy to say over a phone. I stopped after going looking for its source and finding a column heading. A rate needs two units. That one has one.
One thing I can show without explaining it: FSIS says chicken cooked from frozen takes about 50 percent longer, and 60 minutes plus 50 percent is 90. The arithmetic lands on the internet's favorite number. Coincidence is not lineage, and I am not claiming one.
The federal times were set against a target USDA retired in 2006
Copies of that same chart from before 2006 are still online. FoodReference.com hosts one, with identical simmering times, 60 to 75 minutes for a 3-to-4-pound broiler-fryer and 1¾ to 2 hours for a roasting hen, sitting under the line "The USDA recommends cooking whole poultry to 180°F as measured in the thigh."
On April 5, 2006, FSIS replaced that tiered guidance with one number. The old advice ran 180°F for whole poultry, 170°F for breasts and 165°F for ground. The National Advisory Committee on Microbiological Criteria for Foods recommended 165°F across the board, having found Salmonella the most heat-resistant pathogen of public health concern in raw poultry and lethality at 165°F effectively instantaneous.
The target fell by 15 degrees. The simmering times never moved. They read 60 to 75 minutes today exactly as they did when cooks aimed at 180°F in the thigh, so the federal window already carries the margin of a retired endpoint. Adding 15 more minutes to reach 90 stacks a second margin on a first one nobody removed.
Old numbers are sticky in my industry and sticky in this one. Perdue's Oven Ready Roaster page still says to roast until a thermometer registers 180°F in the breast. The same company's Oven Stuffer page says 165°F. Neither is unsafe. One matches the agency.
How hot the water should actually be
No authority defines a simmer. FSIS uses the word as a column heading and stops there. Culinary references place poaching around 160 to 180°F and simmering between 180 and 205°F, disagreeing with each other about the bottom of that band. Water boils at 212°F at sea level.
The distance between 195°F and 212°F changes nothing about safety. It changes what the pot does to the bird. A rolling boil knocks the carcass around, splits the skin, and drives the outer breast far past the point where fibers contract and squeeze out juice, which the Science of Cooking summary of Harold McGee's On Food and Cooking puts at roughly 140°F. Push the outside 60 degrees beyond that and you reach a safe thigh with sawdust breast meat.
Altitude lowers the ceiling. Colorado State University Extension's high-altitude guide lists water boiling at 208°F at 2,000 feet, 203°F at 5,000 feet and 193°F at 10,000 feet, and notes that meats cooked by simmering or braising may need one-fourth more time at 5,000 feet. A quarter more than 60 to 75 minutes is 75 to 94. In Denver something close to 90 minutes is right, and it is right for a stated reason.
How to boil a whole chicken on the stove
- Take the giblet bag out of the cavity. Do not rinse the bird; FSIS advises against washing raw poultry, because the splash spreads bacteria to the sink and counter.
- Set the chicken breast side down in a pot with about an inch of clearance around it, cover with cold water by an inch, and salt it.
- Bring it up covered over medium-high heat, then lower until the surface barely trembles and set the lid ajar.
- Skim the gray foam that rises in the first ten minutes, then add onion, carrot, garlic, peppercorns and a bay leaf.
- Start the clock when the pot settles into its simmer, not when it first boils.
- Take the first temperature at 50 minutes for a 3-to-4-pound bird: innermost thigh, then thickest breast.
- At 165°F in both, cut the heat and let the bird sit in the liquid 10 to 15 minutes before lifting it out.
- Strain the liquid and keep it. That pot is the broth.
How to tell when it is done
The thermometer goes into the innermost part of the thigh and wing and the thickest part of the breast, kept off bone, since bone conducts heat and reads high enough to hide an underdone thigh. Both spots need 165°F.
Color settles nothing. FSIS states that the color of cooked chicken is not a sign of its safety, and that pink can persist in fully cooked meat from hemoglobin forming a heat-stable pigment, a reaction more common in young birds. Clear juices and a loose leg joint are not federal tests. They are folklore that happens to correlate.
The strongest argument against all of this is that the clock works. For the bird most American shoppers put in a cart, 90 minutes at a simmer clears 165°F essentially every time, and households fed themselves for generations without a probe. I grant that completely. As a safety rule, "simmer it an hour and a half" almost never fails. It fails at the edges: a 7-pound hen, a burner whose lowest setting holds 178°F, a kitchen at 6,000 feet. At the other edge it costs you breast meat every time.
What I cannot tell you is what your stove's lowest setting really holds. I own one stove, and I have never put a probe in a pressure cooker or on an induction hob. What I can vouch for is which of these numbers has a document behind it. Past that, a $12 instant-read thermometer outranks me and outranks the recipe.
Cooking to eat, cooking to shred, cooking for stock
Cooks ask this question for two different jobs. Cooking a bird you intend to slice and cooking a carcass you intend to extract share the first hour and then split.
McGee's figures explain the split. Collagen begins dissolving into gelatin around 160°F and melts faster up to 180°F, a slow process that runs on time as much as temperature. Every minute past 165°F does two opposite things: it dries the fibers and it loosens the meat.

Escoffier's ordinary white stock in Le Guide Culinaire comes to a boil, is skimmed carefully, takes its vegetables, then simmers very gently for three hours. Nobody eats that chicken. For both, pull the bird at 165°F, strip the meat, and return the carcass to the pot.
That middle row is my best guess for where a 90-minute default drifted in, since shredding is what most people boil a whole chicken to get. I cannot document that either.
What your bird actually weighs, including 1.5 kg and frozen
USDA's National Agricultural Statistics Service counted 9.46 billion young chickens slaughtered in 2024, averaging 6.57 pounds live weight and yielding 46.99 billion pounds certified ready-to-cook, or 4.97 pounds per bird. Most get cut into parts and retail whole birds skew smaller, but plenty of shoppers carry home something heavier than the chart's 3-to-4-pound row.
The chart jumps from that row straight to 5 to 7 pounds at 1¾ to 2 hours. A 4½-pound bird falls in the gap, and interpolating puts it near 80 to 95 minutes. Treat that as arithmetic, not as guidance, and confirm it with the probe.
A 1.5 kg chicken is 3.31 pounds, the light end of that row, so 60 to 75 minutes applies with a first reading at 50. From frozen, FSIS allows the oven or stove but never a slow cooker or microwave, and adds about 50 percent: 90 minutes to roughly 1 hour 50 for the same bird. The giblet bag will not come free until the cavity thaws, so fish it out partway through.
Cooling and storing what comes out of the pot
Bacteria grow rapidly between 40°F and 140°F, and FSIS requires leftovers refrigerated within 2 hours of cooking, or 1 hour when the room is above 90°F. A full stockpot breaks that rule easily, since it holds heat for hours. FSIS says to divide large amounts into shallow containers and cut large items into smaller portions, slicing breast meat while leaving legs and wings whole.
Cooked chicken keeps 3 to 4 days in the refrigerator and 4 months in the freezer. Broth or gravy runs 3 to 4 days refrigerated and 2 to 3 months frozen. Cooked pieces covered with broth last longest, at 6 months. A raw whole chicken gets 1 to 2 days refrigerated and a year frozen. Freezer figures are quality windows; food kept at 0°F stays safe indefinitely.
